Mercenaries have different original ranks, but they can all be increased to 6 Stars. 

The Mercenaries who have higher original ranks generally have higher stats than others at the same rank. 

Each Mercenary has a different Max Level depending on their original rank and number of stars. Mercenaries have different range including 1-tile, 3-tile penetration, cross, and so on.
